But the state's procedures under Kemp, whose office oversees elections, stipulated that those who had been flagged as potential non-citizens be cleared first by a deputy registrar when seeking to vote.

The entertainment icon, who rarely makes political endorsements, drew cheers when she said she's a registered independent who was not in Georgia at anyone's request.
