Later on Tuesday, the Washington Post reported that USA intelligence had intercepted communications of Saudi officials discussing a plan to capture Khashoggi, citing a source familiar with the situation. While Riyadh claimed he had left the building afterwards, Turkish police said Khashoggi did not come out of the consulate. As a columnist for the Washington Post, Khashoggi has criticized Saudi Crown Prince Mohammed bin Salman for his policies.

Turkey's state news agency, quoting unnamed sources, said Saudi Arabia's Ambassador to Ankara, Waleed A Elkhereiji, was summoned to the Turkish Foreign Ministry on Sunday. The prince emphasized Saudi Arabia is taking "extraordinary" measures to locate Khashoggi, "just as we would if it were any other Saudi citizen".

Turkish officials have said he was murdered there, while Saudi Arabia says he safely left the building.

Turkey said it would search Saudi Arabia's consulate. Late Tuesday, a bipartisan group of senators wrote to the President, calling for the White House to determine what happened to Khashoggi and whether sanctions should be imposed on whoever was responsible for his fate.

Turkey's foreign ministry said a search would be conducted there, while the United Nations human rights office urged both countries to investigate Khashoggi's disappearance.

Diplomats said that so far no country has raised the issue of Khashoggi's disappearance before the UN Security Council.
