He said buildings in the area had been damaged by the blast.
The sheriff's department has stressed that the investigation remains at an early stage. Tony Bommarito said in an interview on CNN affiliate KCAL/KCBS.
Officials originally believed the explosion was caused by a vehicle crashing into the building, but Orange County Sheriff's Department spokeswoman Carrie Braun said no auto was involved and the department was investigating how the explosion occurred.
The Orange County Fire Authority said one person who was inside the building in Aliso Viejo died at the scene.
Officials haven't released information about the person who was killed. A woman was pronounced dead at the scene, and three others were injured, OCFA said. Investigators are interviewing the three injured.
Braun said the two survivors had critical injuries "that were consistent with an explosion, but not necessarily consistent with a bomb".
"The plan right now is kind of a holding pattern", Bommarito said.
Officials are unclear what led to the explosion, but are not ruling anything out. OCFA said a bomb squad was sent in to assess the situation and investigate the cause of the blast.
