At a breakfast meeting focused on Russia, NATO foreign ministers agreed on "the scale of Russian aggression" and that it "requires a response", according to the U.S. official, who was not authorized to discuss the closed-door meeting publicly and spoke on condition of anonymity.

"Nato should not return to business as usual with Russian Federation until Moscow shows a clear change in its actions and complies with global law".

"So we must continue to adapt to hybrid challenges".

"We are in a situation where we are not being before because we're not in the old Cold War but we are neither in the strategic partnership we try to build after the Cold War".

Cavusoglu's remarks came after Pompeo raised serious concerns about Ankara's purchase of the S-400 batteries, and after Washington's envoy to the North Atlantic Treaty Organisation military alliance, Kay Bailey Hutchinson, threatened Turkey with "serious consequences" earlier in the week for the Russian deal.

Pompeo was welcomed by NATO Secretary Jens Stoltenberg, who congratulated the new US diplomat.

He said Russian Federation, in fact, is "speeding up the process" of delivering the missile systems at Turkey's request.

"They should meet the goals that they agreed to", he said as German Chancellor Angela Merkel and President Donald Trump were meeting at the White House.

On NATO-Russia relations, Stoltenberg said the alliance wants to improve ties with Russia.

The new secretary of state is set to begin a Middle East tour over the weekend, with visits planned for Saudi Arabia, Jordan, and Israel.
