While Arizona certainly isn't the only highly permissive state for self-driving auto testing - both Pennsylvania and Florida are equally lax on legislation - its clear weather and decent roads are ideal for testing early-stage autonomous vehicles. That's what's made Arizona the Wild West for road-testing self-driving vehicles.

The governor of Arizona put the brakes on Uber's self-driving program in that state, citing "disturbing and alarming" dashcam footage from the fatal crash. Self-driving startup NuTonomy Inc. suspended self-driving tests on public roads in Boston for a week at the request of city officials. However, Uber's AV tests quietly continued for four months before they were publicly announced.

The crash has raised concerns about whether lives are put at risk by allowing companies to use public roads as testing ground for self-driving vehicle technology.

Police and regulators are still investigating a fatal crash involving an Uber self-driving vehicle that occurred last week in Tempe, Arizona, but Uber has already settled with the victim's family. Another five state governors have issued executive orders, including Arizona, according to the NCSL. "This bombshell report further exposes the mismanagement by Governor Ducey and his sheer priority to put business relationships ahead of Arizona". Experts told The Associated Press that the technology on Uber's vehicle should have spotted (name her) the pedestrian and the failure revealed a serious flaw.

A few days ago, in my mini-jeremiad against Uber, I said, "They're exactly the kind of company that would cut corners: cheap optics, lousy safety drivers, pushing to drive at night before the software is ready, etc". As a result, Gov. Ducey ordered the company to stop such testing in Arizona-Uber ended up pulling all of its autonomous vehicles off the streets in California, Pennsylvania, Arizona, and Toronto.
