OXFAM, one of the Polisario's defenders in Europe, embroiled in sexual scandal

The Times newspaper reported on Friday that some Oxfam staff paid for sex with prostitutes in Haiti after the country's 2010 natural disaster.

Oxfam, which is subject to a Charity Commission inquiry has issued an "unreserved apology" to the Government, donors, supporters and the people of Haiti.

The charity commission is investigating claims that he was able to get a job with Oxfam just two years after being dismissed from health charity Merlin.

Its chairman, Juan Alberto Fuentes, was arrested in Guatemala on Tuesday as part of an investigation into the graft and its deputy chief executive, Penny Lawrence, quit on Monday saying she was "ashamed" of how the organisation had handled sex scandals.

"Devastated for the women who were used by people sent there to help them, devastated by the response of an organisation that I have been raising awareness for since I was nine years old", she wrote on Twitter.

"We have robust safeguarding and whistle-blowing policies and practices in place to ensure that vulnerable people are protected", he said.

"It gives us more pressure to push for changes that we want to happen in Oxfam to become much better organization", she said.

After meeting Oxfam officials on Monday, Mordaunt said she had written to all British charities working overseas to demand that "they step up and do more, so that we have absolute assurance that the moral leadership, the systems, the culture and the transparency that are needed".

Oxfam's former global head of safeguarding - had earlier told media how she had begged senior staff and the charities watchdog to act about sexual abuse allegations she had uncovered.

Several of Oxfam's corporate sponsors, including Sainsbury's, Visa, M&S and the Co-op bank, have said they contacted the charity to raise concerns about the claims.

Oxfam received £31.7 million in taxpayer funding in 2016/17.

Priti Patel, an aid critic despite being Mordaunt's predecessor as worldwide development minister, said the Haiti incidents were just "the tip of the iceberg" and there was a "culture of denial" in the sector.

"However, the Scottish Government will not hesitate to take appropriate action whenever we suspect that any abuse has occurred, and we expect the same commitment from those working with us".

"I have worked with Oxfam nearly exclusively on the rights and plight of women in developing countries".

Oxfam - which employs around 5,000 staff and has 23,000 more volunteers - recorded 87 incidents past year, referring 53 to the police or authorities and dismissing 20 staff or volunteers, according to the paper.

The DofE Award said in light of the allegations, it would "be reviewing our association with Oxfam as a participant volunteering provider".

Oxfam is Britain's fifth largest charity and receives £300million a year in government funds and public donations.
