In response, Alberta Premier Rachel Notley declared February 1 that her government would put a hold on electricity trade talks with British Columbia.

Notley has called B.C.'s move to restrict increases in bitumen shipments unconstitutional, and has called on Prime Minister Justin Trudeau to act decisively to end the dispute.

Before a crowd of 1,700 people in the community of Nanaimo, B.C., Mr. Trudeau said most Canadians understand the need to balance the environment with economic development. "It is absolute political pandering of the worst kind", said Nenshi.

She said the ending of electricity talks with only her government's first salvo against what she said was an illegal effort to stem any increases in Alberta heavy oil shipped through B.C. lands and ports to global markets.

He suggested that a final resort could be cutting off oil and gas supplies to BC, which would raise the price of gasoline for consumers in that province. "I said this is not a debate between B.C. and Alberta - this is a debate between B.C. and Canada".
